Sergei Blagov points out a serious problem with basing Russia's commercial strategy on petro. Natural resources require technological, corporate, and financial resources as well to bring them to market, all of which Moscow has little. Acquiring them raises the specter of foreign takeovers, even from China. In addition, Beijing prefers to trade goods instead of hard currency, which again threatens Russian industry.
