Who Speaks for the US Policy on IAEA

Who's a friend of the International Atomic Energy Agency (IAEA)? Andreas Persbo and James Acton aren't sure if the US wants the IAEA to play a role in the Six-Party negotiations with DPRK, or not. Persbo, based on Ralph Cossa's words, thinks the IAEA is not welcomed by either the US or DPRK. But, Acton has it straight from the horse's mouth, US Ambassador to the IAEA Greg Schulte, otherwise.

I think Schulte is making sweet noises about the IAEA, to mollify it and its supporters that the India-US deal is not a direct assault on the nuclear non-proliferation regime.
